Hood Rat is a word that was derived from my generation back in 1995. A Hood Rat is usually a female that acts ghetto, from the "hood meaning neighborhood, her clothing is loud and her make up and hair are raunchy. Her vocabulary is slang and often chews gum loud. She talks loud on the phone and in person. Her nails are extremely long and she often uses hand gestures when she talks to people in an attempt to over exaggerate whatever it is she is talking about. She wont kill you or be rude to your mother, but she might come to your kids birthday party inappropriately dressed with like 5 of her kids and no gift for your kid. The hoodrat action is she would feel bad about not bringing a gift and just write her name on someone else gift and then lie to you and say, "Girl I was just playing, I put it over there on the table with the other gifts already." As she laughs it off.
